We hope, by publishing this on-line manual, to give Local, State and Federal Law Enforcement agencies in the United States, a proper understanding of Earth Religions herein described as Pagan, Neopagan, Witchcraft and Wicca . We hope by this endeavor, to counteract the tendency of Police and News Media, Christian churches and others, to automatically associate psychotic events or claimed Satanic rites with the practices of those life-affirming beliefs. Hopefully it will also defuse the
inflammatory rhetoric that religious right fundamentalists use to scare the public for

by Robert D. Hicks, Buffalo, NY: Prometheus Books, 1991. Undoubtedly the best book written to date on the topic of Satanism and the occult from the law enforcement perspective. Robert D. Hicks is a former police officer who is currently employed as a criminal justice analyst for the state of Virginia. Must reading for any criminal justice professional involved in this issue. Mutilated animals. Defaced tombstones. Sexual abuse in daycare centers. Is America threatened by a satanic conspiracy? In this book, Robert D. Hicks exposes law enforcement's obsessive preoccupation with Satanism as a model for criminal behavior. While satanic belief has played a part in crimes ranging from petty vandalism to serial murders, Hicks avows that there is no substantial evidence for the existence of a nationwide satanic crime continuum. Hicks points out that the satanic criminal model is expedient largely due to its simplicity and economy, reducing to simple formulas such complex problems as drug abuse, teen suicide, and sexual molestation. His research utilizes a unique blend of law-enforcement methodology, anthropology, folklore, history, sociology, psychology and psychiatry. He attributes the cult conspiracy theory to beliefs fueled by Christian fundamentalist sects and to the ungovernable mechanisms of rumor-panics, subversive mythology, and urban legend. In Pursuit of Satan documents examples of rumor-panics in which the police have fomented fear by attributing crimes to Satanists, indulging in sheer speculation and promulgating misinformation through the sensationalist news media. Hicks examines the construction of the satanic ideology among law enforcement officials, focusing on the exploitation of Satanism as a new scapegoat for public fears and addressing the phenomenon of credulity among police forces and allied professionals in social work, psychiatry, and psychology. In the late seventies and early eighties, the Satanic
Scare was a profitable new source of income for shock-peddlers. All throughout the
eighties, it grew, mutated, and spread like a cross between the most virulent urban legend
and a cancer. Now, at the dawn of the year 2000, the 'fact' that the normal behavior
of Satanists is to kill, molest, mutilate, and destroy has been accepted by everyone from
religious fanatics to police officers to some of the would-be Satanists themselves. Prometheus Books
Award-winning journalist Robert Boston lambastes the zealots of the Religious Right for
spreading misinformation about the constitutional principle of the separation of church
and state. This book shows how the religious right, by demonizing everything from Wicca to
Public Schools, is causing a moral destruction of our society. Boston reveals how a

In most cases the data is a description as regards 'Satanism', 'Satan', 'Paganism', or 'the Occult' from people other than Satanists, Pagans or Occultists. These are reflections on a teenage murder case; contains analysis of seizure of book "Witchcraft"; police thought this killing was 'satanically motivated' due to journal writings found and witness statements. This is of interest to the Investigator because of the type of investigatory techniques used and legal protection available to the modern occultist EXAMPLES OF SATANIC PANIC MATERIALThis material is anti-paganism and the groups involved in it's creation look at most religions other than Christianity as Satanic. Not recommended as serious resources, but as an example of the untrue and mis-leading information.
This is a guide to the Christian in dealing with 'cults'; probable value to the Investigator is as a warning for how even "enlightened" Christians will likely approach a "Cult" in order to 'save the deluded from Hell'; little relevance beyond this -- no solid academic basis, no clear concepts of what constitutes a 'cult' beyond competing religion, etc. This is a lambast of Satanic Panic legends and pokes fun at the common elements of ritual abuse lore taking us beyond the bounds of pleasantry into sick and twisted humor. The Investigator may find something humorous about the extremes contained herein and what a Christian might be led to believe. We saw it as sick humor."SRA" BOOK REVIEWS AND BIBLIOGRAPHIESThe following articles are a mixture of good and bad. Mostly they again show how mainstream Christianity as well as Paganism, deals with the mental aspects of believing in "SRA". Pagans are not exempt from criticism. They too have their fundamentalists.
